Roseville council certifies delinquent utility charges to county tax roll after public hearing

The Roseville City Council on May 18 held a public hearing and voted unanimously to certify delinquent utility and other unpaid municipal charges listed in the meeting packet for collection through the county property tax roll.

City Manager Pat Trean explained that city code permits certification of delinquent charges—"These can include unpaid false alarm, water and sewer bills and other charges that are exceeding 90 days"—and that property owners have an opportunity at the public hearing to dispute charges. Council Member Schroeder asked whether duplicate addresses on the list reflected multiple account types (for example, separate water and sewer accounts); staff confirmed that some properties appear more than once for that reason.

No members of the public spoke during the hearing. The council adopted the resolution to certify the listed charges to the county for collection, with the motion carrying 4–0. The item notes that property owners may be able to prepay charges before certification to avoid additional penalties, and that the list provided was delinquent as of the April packet date; payments received before the county deadline will be removed from certification.

The action directs staff to forward certified charges to the county property tax process per the city code; no individual account-level details were resolved during the meeting.
