Mayor Adam Roth opened the Guthrie City Council meeting May 19 by reading a proclamation designating May 2026 as Mental Health Awareness Month and urging use of the 988 mental health lifeline.
The council moved quickly through routine business before taking up several contracts and a resolution. Mr. Stoops presented a guaranteed maximum price (GMP) amendment for phase one, bid package two, of the Owenfield Softball Complex and said staff and partners had “put in a lot of effort, really cut this thing down to what it needed to be to fit the budget.” The council voted unanimously to approve the GMP amendment with Crossland Construction for $4,283,533.70.
Public Works Director Mr. Maker reviewed bids for the fiscal year 2026 street capital improvement program and recommended awarding item one and alternates one and two to the lowest bidder, Striker Asphalt. Staff reported the combined total for those items at about $392,140; the council unanimously approved awarding Bid 2026-02 and authorized the mayor to execute the contracts.
Airport Director Mr. Young told the council the city received a single proposal for airport grass-management services covering roughly 200 acres; the bidder proposed $25 per bail (up from $20 five years earlier). The council approved awarding Bid 2026-03 to Mike Smith of Oklahoma and authorized the mayor to sign the agreement.
The council also considered Resolution 2026-15, which expresses the city’s support for the nomination and appointment of City Manager Eddie Faulner to the District 8 seat on the board of directors of the Oklahoma Municipal League (OML). Faulner told council members he would be honored to serve; councilmembers moved, seconded, and unanimously approved the resolution.
City Manager Faulner gave a brief report that city offices will be closed for Memorial Day, the post office will be dedicated in honor of Oscar J. Upn on May 27 at 10:30 a.m., Summerflight Academy is scheduled for May 28–29 at the airport, and Cornwell Pharmacy is under construction at Division and Springer.
