The Amador County Board of Supervisors voted May 19 to authorize county execution of Homekey Plus loan documents and related subordination agreements to close construction financing and begin building Valley View Commons, a 46‑unit permanent supportive housing project.
James Coles of Housing Tools described the project as three two‑story buildings with 18 studios, 25 one‑bedroom units, two two‑bedrooms and one three‑bedroom manager’s unit; the county and developer Danco Communities have combined funding sources including Homekey Plus, No Place Like Home funds and a construction bridge loan from the Bank of California. Coles said approximately $15 million in Homekey Plus funds had been committed to the project.
The Behavioral Health Department will administer state funds, provide tenant case management and mental‑health wrap‑around services, and refer tenants through the county continuum‑of‑care coordinated entry system; Danco Communities will develop and manage the property. Supervisors asked logistical questions—shared‑access easement for site access, recorded at close, and the lien priority structure in the event of default—during which Danco confirmed the state’s Home program lien sits senior to the construction lender and the state may seek a new developer or take title if default occurs.
Supervisor Oneto moved and Supervisor Brown seconded the resolution authorizing the county administrative officer or ACBH director to execute loan documents; the motion carried 5‑0. Spokespeople said construction was expected to begin next month pending loan close.
