Commissioners debated whether to proceed with a $22 million restroom renovation at the Orange County Convention Center before voting to approve the work May 19.
Commissioner Kelly Simrad explained why she pulled the item from consent: the project is funded from tourist-development tax (TDT) receipts, and she questioned prioritizing nearly $62 million allocated to convention-center capital improvements over core county needs during an uncertain budget season. "We're getting ready to enter the budget season...it becomes really hard as an elected official to justify in a 10-year budget almost $62 million going into bathrooms," she said, urging county leaders to pursue TDT reform and regional approaches to funding tourism impacts.
County procurement staff told the board the contract went to the lowest responsive bidder after a competitive RFP process; staff said there were 13 bidders with a roughly $4.5 million spread between low and high bids. Several commissioners supported preserving the facility and its economic value while stressing the need to ensure tourism revenue also supports roads, public safety and shelters. The board ultimately approved the restroom contract by a 4-1 vote.
