Tim Guyire of Passro Associates described the project as phased for financing and permitting and noted the applicant plans to pursue 4% low‑income housing tax credits and tax‑exempt bonds.
Staff walked the commission through the State Environmental Quality Review Act (SEQRA) Part Two findings and recommended a negative declaration on 17 of 18 impact questions and a ‘yes’ only on land disturbance (construction). Commissioners agreed; no EIS will be required at this time. Project proponents said schematic design and HCR submission will follow once local approvals and BZA variances (for a companion area variance) are secured; presenters estimated a realistic earliest construction start in 2028 due to state financing timelines.
