Roosevelt County commissioners reviewed multiple non‑personnel budget items, including a volunteer fire department’s request to obligate Fire Protection Fund money toward a tanker and several small transfers tied to EMS and detention costs.
Staff said a letter from a state official (identified in the meeting as Harry Evans) would "serve as approval" to expend Fire Protection Fund money to finance the tanker purchase. Staff cited the department’s Insurance Services Office (ISO) rating of 5 and said the county’s minimum yearly Fire Protection Fund allocation is $123,334, which should allow the department to have funds by the time the truck is delivered.
Commissioners asked whether the tanker order requires local match and expressed concern about insurance and maintenance costs for an expensive tactical‑style vehicle. One commissioner asked staff to check insurance implications and confirm whether match or other local costs would apply if a grant covered a portion of the purchase.
Staff also described the detention cost distribution fund as a state‑provided subsidy that is "usually less than $100,000 a year" and therefore not a reliable offset for local detention obligations. Several $7,500 transfers appeared in the draft pages and staff said they will confirm the intended recipients and correct the pages.
An item involving a repeater tower was discussed and staff said costs were moved to the EMS fund; commissioners requested corrected pages so the figures reconcile across the budget book. No formal votes were taken on these items; staff agreed to return with corrected budget pages and additional clarifications.
