River Center presents flat assessment budget for 2026; murals funding cut noted

A representative of the Redbank River Center identified as Marin presented the River Center’s proposed 2026 assessment budget to the Borough of Redbank council and attendees, saying the assessment will remain flat at $579,970 and will continue to be supported by grants, sponsorships, fundraising and program revenue.

Marin described the River Center’s priorities for 2026 as continued investment in downtown beautification, decorative lighting, seasonal plantings, public art, event programming and marketing — including a new Redbank Arts Festival scheduled for June 27 on Mama Street and a planned butterfly/pollinator garden in Broad Street public plantings. Marin said these activities are intended to enhance downtown walkability and economic activity while maintaining stable assessments for commercial property owners.

During Q&A a council member raised concern that the River Center’s mural budget had been reduced to $5,000, noting murals were a high-profile attraction last year and $5,000 would not fund multiple projects. Marin and council members said River Center will continue to seek outside funding and donations to support public art, and Marin said the organization would advocate to restore funding in future budgets as conditions allow.

River Center requested council approval of the assessment budget in accordance with state law governing special improvement municipalities; the presenter asked the borough to approve the budget so River Center may continue its programming and downtown investments.

The council did not take a final vote on the River Center budget during this meeting; the presenter remained for questions as the meeting moved to other agenda items.
