Buncombe County staff proposes update to 1994 manufactured-home-park ordinance focused on safety and resiliency

County planning staff told board members that the current manufactured-home-park ordinance dates to 1994 and needs updating to reflect modern safety and resiliency concerns. "That ordinance was written in 1994," the staff member said, adding that new standards would address roads, placement outside flood-prone areas, landscaping, and community amenities.

Staff said the updates aim to reduce the chance that manufactured-home communities are bought out and converted to other uses and to encourage more permanent and resilient manufactured homes as an important source of naturally occurring affordable housing in the county.

No formal action was taken because the meeting lacked a quorum; staff said they will return with draft ordinance language and hold a public hearing once the board can vote.
