Commission recommends council approve zone and general-plan changes to add high-density housing sites

The Lompoc Planning Commission voted May 13 to recommend that the City Council approve a set of general plan amendments and zoning changes to enable high‑density residential development on four downtown‑area parcels.

Staff said the city-initiated proposal (GP2026-00001/ZC2026-00001) would change 1220 West Ocean and three East Ocean properties (1308, 1316 and 1406 East Ocean) from general commercial/PCD to a high-density residential designation with a Planned Development overlay (R3P PD). The effort is intended to create sites suitable for housing and to help meet the city’s regional housing needs allocation (RHNA) commitments.

Resident Nick Gonzalez spoke during public comment supporting the changes but urged commissioners to re-evaluate the sites map and to ensure long-range planning recognizes job growth projections tied to Vandenberg (which he said could increase housing demand). “Jobs mean new residents and a significant increase in housing demand,” Gonzalez said, urging updates to the 2050 general plan analysis.

A commissioner moved to adopt the resolution recommending the city council approve the land‑use and zoning map amendments; the motion was seconded and carried. Staff will forward the commission’s recommendation and the record to the city council for final action.
