Portage County officials weigh raising animal-shelter adoption fees as costs climb

Animal-control staff told the Portage County Board of Commissioners that routine veterinary costs and supplies for the county kennel have risen sharply since 2012, driving a proposed increase in adoption fees.

The shelter representative described earlier spay/neuter fees near $40 in 2012 and current baseline costs closer to $90 before other services, and said routine add-on services — microchipping, heartworm tests, dewormer and vaccinations — now add materially to the shelter’s outlays. "Our costs have gone through the roof, even down to needles," the representative said, explaining why the office is proposing a higher adoption fee.

Commissioners asked whether the county provides subsidies or hardship waivers. The shelter said staff retain discretion to waive fees in extenuating circumstances, and noted an existing veteran benefit: veterans who bring a DD‑214 to the veterans office can receive a free license and a free adoption.

Commissioner Peter Crawford and others pressed staff to review fee levels more frequently than the current multi-year gap; the group discussed returning with a formal journal entry to set the change. The shelter suggested an adoption fee of $150; commissioners asked staff to prepare a journal entry and consider a June 1 implementation date for any approved change.

No formal fee increase was adopted at the meeting; the board asked staff to prepare the official paperwork and return with clarified language and timing.

The board acknowledged kennel disposition and intake reports for the periods presented during the routine-matters portion of the meeting.
