At its May 21 meeting, the Idaho Falls City Council handled several administrative and policy matters together with public hearings and development decisions.
Appointment: The mayor nominated Linda Lundquist for city clerk; council moved and seconded the confirmation and approved the appointment on a voice vote. Lundquist was introduced as a former executive assistant with Idaho Falls Power and a previous clerk’s office employee.
Transit agreement: Public Works presented a recurring professional services agreement with Idaho Falls Downtown (doing business as the operator for on‑demand transit) that allows for adding additional vans and includes staff‑provider review provisions. The contract amount was described by staff as spread over multiple budget years and subject to reimbursement through Federal Transit Authority funds; council approved the agreement and authorized execution.
Surplus policy update: Municipal services proposed amendments to the city’s surplus property resolution (last updated in 2015) to clarify procedures and to address retired canine service dogs as city assets, including language giving the handler the first right to adopt retired dogs. Council approved the amended resolution.
Ordinances: Council adopted an amendment to city code to reflect House Bill 715 requiring council approval of library director hiring/firing when the library board acts; council also approved updated forestry regulations clarifying tree classifications, safety clearances and license‑revocation grounds for private tree service companies. Both ordinances passed under suspension of rules after council discussion.
Consent and plats: The council approved the single consent agenda item and several final plats (Houston Heights Division 1, Hodgson addition, Recycle Road Commercial Park, Stillwater Apartments) and associated reasoned statements; planning staff noted review by fire, survey and engineering divisions.
