The Goochland County Planning Commission on May 21 recommended approval of a conditional use permit for an unhosted short-term rental at 443 Woods Acre Road.
Ben Ellis, a county planner, summarized staff's review of the application and the recommended conditions. "This dwelling is limited to 6 people in this instance," Ellis said, noting that occupancy is otherwise limited by septic capacity and the county maximum of 10; staff recommended setting the limit to six for this property. Ellis also said the permit, if approved by the Board of Supervisors, would be valid for five years and include standard transfer and lease language and requirements that guests be notified of conditions.
Applicant Rebecca Ireland told the Commission she purchased the property because it lacked an HOA and sits on a larger tract. "We tell them no noise past 10PM," Ireland said, adding that she markets to longer-term, corporate renters and has had three renters while owning the home. Ireland said one neighbor attended the community meeting and that no issues were raised.
Commissioners asked clarifying questions about road maintenance agreements, community meeting turnout and how a private 10 p.m. house rule would interact with county code enforcement. Staff said a road maintenance agreement exists for the private access and that private rules can be enforced through leases or platform agreements while county code enforcement applies starting at the county's ordinance time (as stated by staff). The Commission discussed whether to modify conditions but left the staff recommendations intact.
A commissioner moved that the Commission recommend approval of conditional use permit CU2220260005 for Rebecca Ireland, subject to the conditions presented; a second was called and the motion passed on a roll-call vote of five to zero. The recorded votes were: McLaughlin ' yes; Dean ' yes; Kimmerle ' yes; Patux ' yes; Kowalski ' yes. The case is tentatively scheduled for the Goochland County Board of Supervisors on July 7, 2026.
The Planning Commission adjourned after completing its business for the evening.
