Council approves $99,500 services agreement after member seeks more vendor details

At the May 20 Delaware County Council meeting, Vice Chair Reuther moved and the council voted to approve a professional services agreement between the county and David Baker to provide technical support and consulting services for the county's facilities department, in an amount not to exceed $99,500, subject to solicitor approval.

Councilwoman Christine Phillips said she could not support the contract that night because she needed more information about the vendor — including address, the nature of the work, and discrepancies she found between billing statements and the county's SAP system — and she had asked that the item be tabled so she could vet it further. Phillips said she wanted time to "sort through that and vet it longer." Vice Chair Reuther and another member pressed forward with the motion and the item was approved after a roll call in which at least one member voiced opposition.

The motion was made on the floor (item 7w) and was seconded; the motion passed in the recorded proceeding. The council did not announce any additional funding allocations during the meeting or provide further vendor details on the record; Phillips' request for more information remains a council record of concern. The contract approval is subject to the solicitor's final review per the motion.
