Senate adopts property-tax transparency package after amendment, sending measure back to House

Senators approved a negotiated property-tax package — Senate substitute for House Bill 17 68 — that supporters described as a transparency‑focused compromise developed with house negotiators.

Sponsor Senator from Polk County said the substance merges multiple pieces of property-tax reform from earlier Senate proposals and House workgroups. Notable elements adopted on the floor include a change to disclose tax increases on residential real estate using a per-$100,000 metric (rather than the standard per-thousand metric) and a requirement that school districts inform the state auditor when operating levy funds are shifted to debt service, a change supporters said may discourage opaque transfers.

Several items the Senate had sought earlier — notably a “siloing” provision and use of the NADA vehicle guides — were removed in conference at the House’s insistence. The sponsor characterized the final package as a start toward longer-term reform.

Senators also adopted a narrowly targeted amendment to assist a foundation-formula task force with data reporting. The measure passed the Senate under rule and will return to the House for further action on the conference language.

The floor exchange included questions about whether voters will be better informed by the new disclosure format; supporters said clearer, per-$100,000 disclosure will help voters understand ballot impacts more directly.
