Planning staff described the property as a single‑family home with existing legal nonconformities and said the applicant, Mr. Rossman, appeared before the Zoning Board of Appeals on May 14; the ZBA recommended approval by a 4–0 vote. "They have an existing deck... they need 1 major variance approval, because it encroaches in the interior side yard setback," staff said.
Council asked no substantive questions of staff or the applicant; there were no public comments on the item. The council approved the final reading by roll call, recorded 6–0 in favor.
