The Harford County Board of Education voted 7-3 on Tuesday to appoint Dr. Mack as superintendent effective May 19, 2026, subject to execution of an employment contract and applicable Maryland law.
Board President Page moved the appointment “pursuant to four-two 0 1 of the education article of the annotated code of Maryland,” saying the board’s search partner, Mave, produced eight candidates and two finalists and that the board prioritized fiscal responsibility, accountability and putting students and families first. The motion was seconded and carried after a roll-call vote.
The vote tally recorded by the clerk was: Yes — Missus Perry, Doctor Mueller, Mister McVicker, Miss Bruce, Missus Alvarez, Vice President Sewell and President Page; No — Miss Narcaitis, Missus Miller and Missus Hahn. The board announced the result as a 7-3 passage and noted an affirmative preferential vote for the student member.
Board member Miller, who voted no, said she would have supported an interim extension to allow more time and to let the new leader demonstrate leadership before a full-term appointment. “My vote does not reflect the fact that it’s about the candidates,” Miller said. “We have support and we have non-supporters from all levels … right now in the district and out in the public, we do not have consensus.”
Board member Hahn, also voting no, said she had “many, many more concerns about the process,” and added, “I can tell you that I’m very concerned, that people are being manipulated on this board, and it is unacceptable.” Hahn said legal limits prevented her from discussing some details disclosed in the closed session.
President Page framed the appointment as necessary for stable leadership before the new fiscal and academic year, noting that Maryland law expects a superintendent to be appointed to a full term by July 1. Page also thanked community members who participated in the search process and said the board selected Mave in March as a local, lower-cost search partner.
The motion’s text as moved by the board read in part that the board would “appoint Doctor Mack as the superintendent of schools for Harford County public schools effective 05/19/2026, subject to the execution of an employment contract approved by the board and consistent with all applicable provisions of Maryland law and regulations of the Maryland State Board of Education.” The appointment remains subject to the board’s approval of a final employment contract.
The board closed the open meeting after the vote and announced its next business meeting for Monday, June 1, 2026, at 6 p.m.
