The Richardson City Plan Commission on May 19 recommended approval of a special permit for Back 9, an indoor golf simulator franchise, to occupy a roughly 3,000‑square‑foot suite at 1920 North Coit Road.
Christine, a planner with the city’s Development Services Department, told commissioners the site is zoned LRM (local retail) and that staff believes the proposed commercial amusement center fits the city’s community‑commercial place type. Staff recommended three conditions: conformance with the concept plan and operator limits, terms for expiration/termination, and a parking ratio of one space per 100 square feet of activity space.
Applicant Anders Holtman described the business as a membership‑based training facility with four simulator bays; members will access the site by a secure electronic entry system, and no permanent staff will be on site after initial instruction. “It will be a low‑impact business operation,” Holtman said, noting the facility will offer lessons, PGA‑led youth camps and private events.
Commissioners asked about peak parking and noise. Holtman said the landlord has assured him there is adequate parking and that the simulators and an insulated ceiling will limit noise. On 24/7 access, he said customers receive electronic codes and staff will use cameras and remote monitoring for safety; initial training and periodic in‑person support would be provided by the operator.
After the public hearing was closed, commissioners said the proposal fits precedent for similar indoor golf operations in the city and could drive traffic to adjacent restaurants. Commissioner Shisek moved to recommend approval and Commissioner Court seconded; the motion passed unanimously.
The commission’s recommendation will go to the City Council for final action; staff documents indicate the case will be transmitted to council with the conditions discussed at the hearing.
