Commission tables support for UDOT trail feasibility study after drainage and property impact concerns

The Planning & Zoning Commission discussed a request from UDOT to support a feasibility study that would extend a multiuse trail from Mount Carmel Junction along Highway 9 toward the East Zion Visitor Center. Commissioners stressed the request is only for a study (no town financial obligation), but a nearby business owner mounted an extended public comment detailing prior highway right‑of‑way actions, flooding and culvert history and the economic impacts he attributes to state road projects.

The commenter urged the town to press UDOT on alternate designs—turn lanes, roundabout placement and drainage solutions—and offered property and design ideas. Commissioners said supporting the feasibility study without addressing these local concerns could forgo leverage to resolve longstanding drainage and access issues. The commission moved, seconded and voted to table the support request until staff can provide renderings, coordinate with UDOT, and follow up on the drainage and right‑of‑way concerns.

A liaison and project manager role were discussed; one resident offered to serve on a project team. The item will return to the commission after staff and UDOT respond to the specific concerns raised.
