The Poquoson City Planning Commission on May 18 authorized staff to insert proposed language focused on the North Side of Victory Boulevard into the city's comprehensive plan and directed staff to present the language at a future public hearing.
Mr. Orton, a city staff member, read five numbered additions prepared for the Big Woods North area that would: label land as Big Woods North residential and commercial; urge cohesive rather than piecemeal future land‑use planning requiring stakeholder cooperation; require traffic‑impact analyses for urban‑zone development where frontage or new streets are involved; provide access expectations for landlocked parcels referencing Victory Road and nearby intersections (Behold Avenue, Legacy Boulevard, Pick Woods Drive); and redesignate certain research‑and‑development areas in the Big Woods Commercial area in favor of general commercial on the 2038 future land‑use map.
Commissioner Hirsch moved that staff be authorized to insert the items into the comprehensive plan for use in a future public hearing; Commissioner Armentrout seconded. The motion passed unanimously with all commissioners present voting "Aye." The commission did not adopt the language today but approved staff's preparation of the draft for public hearing.
Orton said the initial text will focus on the north side of Victory Boulevard; once that work is complete staff will bring forward language for the central business area and eventually undertake a broader comprehensive plan modernization that would include updated demographics.
The next step is for staff to prepare the draft insertion with input from the city manager and return to the commission for either a follow‑up work session or the posted public hearing, depending on the level of revision requested.
