The Greenwood board on May 18 approved a series of contracts, personnel and planning actions in a meeting that included public comment on code enforcement and a presentation about a proposed Arts & Old Town public-art project.
The board voted to award the Hurricane Creek station improvements contract to HIS Constructors for $3,824,447 after staff said the low, responsible bid had been reviewed by legal and the city’s outside engineer. The board also approved naming Milestone as the city’s asphalt supplier for 2026 based on lowest responsive bids.
Members approved a salary-ordinance amendment shifting right-of-way/utility-locator positions from Stormwater to Sanitation and reassigning the supervisor to the sanitation superintendent. The board also approved a short-term disability plan amendment that shortens the new-hire waiting period from six months to 30 days, and adds parental leave paid at 100% of salary for childbirth (six or eight weeks depending on delivery); staff said the change will proceed to the city council where required.
On development matters the board accepted sanitary improvements and released sanitary performance guarantees for Sagebriar (Del Webb) subject to payment of outstanding inspection/testing fees, and accepted erosion-control performance guarantees tied to the same subdivision sections. The board granted conditional approval to multiple encroachment/approach requests — including an encroachment at 1550 Valdarno Drive and a two-option request for Western Bridal Place — conditioned on engineering and homeowners-association requirements when specified.
During public comment the board heard from a resident who said she had purchased a blighted property at 504 West Broadway and asked staff to review a short enforcement notice; staff agreed to follow up and explained the appeal/waiver process. The board also approved a $5,000 community development block grant to the Fair Housing Center of Central Indiana.
