Stat. §144.551) so it can add inpatient capacity. Sen. Pappas said Regions is a critical Level I trauma center and serves complex adult and pediatric patients and noted the moratorium process has blocked needed expansions.
Sen. Westrom offered a broader amendment (A21) to repeal the hospital moratorium statewide and allow hospitals to expand without special legislative exceptions; that amendment prompted intense debate and a roll call. Opponents urged committee vetting and cautioned that repealing the moratorium could enable larger health corporations to expand without public-review safeguards. Supporters said the moratorium restricts supply, drives costs and prevents hospitals from responding rapidly to community needs. The repeal amendment failed on a 33–34 vote.
After debate the Senate passed House File 3521 to allow Regions Hospital to add the requested beds. Senators supporting the exception framed it as a patient-centered move to add capacity at a Level I trauma and pediatric center; those urging caution asked for a committee process to consider broader moratorium reform.
