Vice‑Chair James “Jay” Williams called the Rockbridge County Economic Development Authority to order at 8:31 a.m. on April 13 at the County administrative offices in Lexington.
Why it matters: The EDA’s composition and administrative actions (such as adoption of minutes and review of financials) set the procedural record that enables future policy and funding decisions.
Williams introduced Rosalea Potter as the EDA’s new member; Potter spoke about her family’s long ties to the county and her background as a small business owner, and board members welcomed her. The meeting record shows Vice‑Chair Williams, Stacy Stevens and Potter present in person; Anne Herring attended online. Several members were listed absent, including Chair Barton Boyd Brown II and Steve Flint.
Because a quorum was not present, the EDA tabled two routine agenda items — adoption of the April meeting minutes (4/12 and 4/15) and the financial summary — until the next meeting. The transcript records that both items were postponed for lack of quorum; no votes were recorded on them.
During board comments Potter asked about staff business outreach methods; EDA staff said the office uses a software tool called Bludot to gather and send business outreach emails. Potter also asked about EDA financing and staff reviewed the EDA’s funding sources. Potter said she will attend next month’s meeting virtually.
With no further business, the EDA adjourned at 9:39 a.m.
