The Central Naugatuck Valley Metropolitan Planning Organization voted to adopt the draft 2027–2030 Transportation Improvement Program (TIP) and to certify the associated air‑quality conformity determinations.
Anthony, the MPO presenter, told the board the draft TIP incorporated only minor editorial changes since April and recommended adoption of Resolution 2026‑10 to formalize the programming for federal fiscal years 2027–2030. The board moved and adopted the resolution by voice vote.
Staff also requested the board adopt three related resolutions (26‑12, 26‑13 and 26‑14) that certify the MPO’s conformity determination based on modeling completed in March 2026. Rich Donovan, who presented the conformity materials, said the region spans multiple nonattainment or maintenance areas — including the Greater Connecticut ozone area, the Connecticut portion of the New York‑New Jersey‑Long Island ozone area and a PM2.5 maintenance area — and that the modeling shows expected emissions declines.
Donovan told members the projected decrease in emissions is driven primarily by increased electric‑vehicle adoption and improvements in fuel economy and vehicle pollution‑control equipment. In response to questions from members, he confirmed the conformity testing covers transportation‑related emissions only.
The board adopted the requested air‑quality resolutions by voice vote. The chair then opened a brief public‑comment period on the draft TIP and its conformity determination; no members of the public spoke.
The MPO’s action adopts the programming and confirms staff’s modeling-based conformity determinations. No formal roll‑call vote record was provided in the meeting transcript; outcomes were recorded in the meeting as motions carried by voice vote.
