Findlay approves Simple Basics contractor shop with fence, tank-enclosure and lighting conditions after neighbor complaints

The Planning Commission approved a conditional-use permit (CUDash04Dash2026) for Simple Basics LLC to operate a contractor shop with associated outdoor storage at 126 Lotz Avenue, but attached a package of conditions aimed at reducing neighborhood impacts.

Staff said the applicant had already addressed some prior concerns (reducing lighting fixtures) but recommended further measures: maintain or install a 6-foot fence along the west side to match existing neighborhood fencing, relocate fuel tanks to the east side or fully enclose them with vehicle-protection bollards, submit a revised photometric plan and schedule a fire inspection. Staff also recommended a mix of canopy trees and arborvitae to provide immediate and long-term visual screening along Lotz Avenue.

Neighbor Susan Shook urged the commission to require screening and prompt action. “I’m not here to oppose the business... I do want the screening to be put up,” she said, noting safety and light spill concerns and pointing to Ohio administrative rules on bulk pesticide storage as the reason for asking for timely remediation.

The commission’s final motion required removal or dimming of the western-side light, installation of a six-foot wooden fence on the west side consistent with existing neighborhood fencing, relocation of tanks to an enclosed east-side location with bollards or an enclosure, installation of three shade trees plus supplemental plantings (as approved by the shade tree commission), scheduling of a fire inspection, and maintaining operating hours of 6 a.m. to 8 p.m. with an allowance for snow-event operations.
