Committee members debated a senate-only position that would change the process by which the governor appoints University of Minnesota regents, centering on whether appointments should be limited to candidates recommended by the Regents Candidate Advisory Council (RCAC) or otherwise vetted through joint legislative processes.
Supporters said the change would prevent appointments that bypass RCAC and the joint legislative vetting process; opponents, including Representative Coulter, argued it could unduly restrict the governor’s ability to fill urgent vacancies by limiting the available candidate pool. Senator Putnam described the change as a step toward fixing broader appointment-process issues but not a final solution.
Members also discussed a separate amendment (A30) intended to close perceived gaps that allowed the governor to appoint regents without joint legislative vetting when the joint committee could not meet. After debate, the committee put the senate-only position to a vote and the amendment was not adopted.
Members signaled interest in broader, committee-level consideration of the full regents-appointment process in future work, even as they moved on to other items on the conference agenda.
