The Fallbrook Union Elementary School District board voted unanimously to appoint Frank Goldbeck to the provisional trustee seat for Area 1, filling a vacancy through November 2024. The motion, made and seconded during open session, passed on a recorded vote with Trustees Fish, McBride, Line and President Favella voting in favor.
Goldbeck — introduced to the board as a Navy veteran, local parent and small-business owner — said he would focus on collaboration, student achievement and support for bilingual programming. During his 15-minute interview the candidate emphasized oversight responsibilities of the governing board and the district’s role in providing safe, inclusive instruction and social-emotional supports for students.
Trustees praised the finalists’ strengths during deliberations. Trustee Fish said he appreciated a candidate’s “commitment to equity and background knowledge, passion for Latino students and working as a team member.” Other trustees highlighted candidates’ experience in bilingual education, volunteerism and fiscal or instructional expertise as factors in the selection.
The board held public statements in advance of interviews; community members spoke in support of candidates Frank Goldbeck and Kirk Whistler, citing long-standing civic service, dual-language advocacy and volunteer leadership. The board’s subcommittee screened applications for minimum legal qualifications and contacted references before interviews.
Goldbeck will take the oath of office and be sworn in at the district’s May 9, 2024 meeting. The appointment is provisional; the selected candidate may run in the November 2024 election to complete the remaining two-year term. The board’s next procedural step is the scheduled swearing-in; no other action related to the appointment was taken at the meeting.
