Planning board approves T‑Mobile retail pad at Westgate Drive parking lot

Paige Blanchard of Nitsch Engineering presented a site plan for a new T‑Mobile retail building to be added within the existing Urban Air parking lot at 435 Westgate Drive. The proposal features a new water and sewer service, stormwater infiltration systems sized to meet MassDEP standards and to exceed Brockton requirements by reducing rate and volume by 40%, ADA parking, and landscape retention of existing curb islands.

"These systems are sized to meet the MassDEP stormwater standards... they also exceed that requirement by meeting the Brockton standards, which requires you to reduce rates and volume by 40% in conjunction with the combination of reduction in impervious area," Blanchard said. The project includes a screened wood dumpster enclosure and proposed planting species to provide visual buffering.

Board members questioned dumpster placement, screening materials and construction details; the applicant clarified the enclosure will be solid wood slats with a gate. After a brief public‑comment window and board discussion, the Planning Board approved the site plan with standard conditions by roll‑call vote.
