Mayor Christina Sookram called the Special City Council meeting to order Jan. 24 at the Fremont Friendship Center and opened a workshop on long-term strategic goals. The session included a presentation by Mayor David Black of Papillion and members of his staff about the Papillion Landing project as an example of planning and implementation.
Papillion Mayor David Black, City Administrator Amber Powers, City Councilmember Tom Mumgaard and Deputy City Administrator Mark Stursma described the steps Papillion took to plan and implement the Papillion Landing development and answered questions from Fremont officials about structure, timing and roles. Councilmembers and staff used the presentation to discuss the division of responsibilities among elected officials, appointed boards and city staff in a first-class city.
City officials emphasized the discussion was an informational planning session; the council did not vote on any project or adopt new policy. The meeting record notes the council reviewed the City's 2024 Parks and Recreation Master Plan during the same session and discussed priorities and opportunities for future park projects.
The meeting adjourned at 12:27 p.m. after a motion by Councilmember Jensen, seconded by Councilmember Marsh, which passed 6-0 with Councilmembers Lathrop and Vaughan absent.
