Board approves Homan Avenue closure, Leon’s Triathlon route and helicopter landing, farmers market and other permits

The Hammond City Board of Works approved a slate of permits and temporary roadway requests including a 45-day closure of a segment of Homan Avenue for median construction, special-event permits for Leon’s Triathlon on June 7, and a weekly farmers market at Dan Raven Plaza.

Engineering described the Homan Avenue closure (north of Clinton Street to south of Russell Street) as a mid-block median project requiring a temporary full closure while keeping intersections open; staff said the closure would run roughly May 26 to July 10 and be signed to show businesses remain open.

The board approved the Triathlon permit for June 7, 2026, authorizing the listed road closures and detours and noting INDOT coordination for sections of the route. The Indiana Army National Guard’s aviation office submitted an agreement for private-property use to allow helicopter landings on June 7; staff said this is the third year the LZ is used for the event and the board approved the landing agreement.

The Hammond Development Corporation requested a weekly farmers market at Dan Raven Plaza (Thursdays from late May through the fall). The board approved the farmers market permit and waived the fee for the city-driven event. Staff also noted a private-event permit at Three Floyds Brewery likely did not require city action because the event is on private property, but flagged the absence of a business license on file.

Board members approved these items by voice vote with no extended debate.
