District to bid playground resurfacing; board favors base-plus‑alternates approach

Southern Columbia Area SD trustees discussed a proposed playground resurfacing and paving package and directed staff to seek competitive bids using a base‑plus‑alternates structure.

Staff presented a map that marked sections the district considers essential (the 'red' base) and additional pieces that could be added as alternates (yellow, purple, blue). The board and facilities staff said the red area must be completed to address immediate safety and accessibility concerns; the yellow path would create a loop that improves ADA access and student circulation.

Directors discussed procurement approaches: advertise a base bid for the red area, list the yellow path and other items as alternates, and select a single contractor for the full project to avoid multiple awards and rebidding. Members also emphasized local bidding to encourage regional contractors and suggested alternates be written as line items so the district can decline optional work without rebidding the entire package.

Board members debated stadium parking and ADA upgrades separately, noting that excavation and lighting costs make small parking additions expensive. Several directors favored exploring drop‑off solutions and phased work for parking, while moving ahead sooner with the playground base because of high daily use by students.

Staff also reported that soil testing for the district solar project is in progress and that the district will wait on test results before finalizing mounting and foundation design.
