Members noted challenges with verification: many East Lansing mailing addresses do not indicate residency, and staff cautioned that ID checks or in‑person validation could create congestion at busy entrances.
The group also supported a proposal to repurpose the recently vacated auditorium into a local talent incubator, coordinating with local booking agencies and performing artists to create more programming, studio and rehearsal opportunities and potential revenue from rentals. Committee members said marketing and a dedicated parks marketing manager could help increase usage and offset maintenance costs.
The recommendation directs Parks & Recreation to evaluate fee differentials, administrative costs of residency verification, and options for marketing and program development for the auditorium. Staff was asked to report back with feasibility, projected costs and potential revenue scenarios.
