Staff concluded the revisions remain consistent with the original PUD and conform to the city's master plan.
Commissioners discussed standard site requirements tied to earlier approvals, notably a top‑coat street surface requirement for Tommy's car wash to be completed as part of final construction, and noted a future access easement between the Popeyes site and adjacent parcels. Commissioner Outwood asked staff to confirm whether the top coat remains a condition of final approval; staff said such street finishing is commonly timed to coincide with final construction approvals.
A motion to recommend approval of the PUD concept plan amendment (parcel L21-39-831-019-10) passed unanimously.
