Commission backs PUD concept plan amendment for Leure Commons, trims medical building size

The Lapeer City Planning Commission voted May 14 to recommend approval of a PUD concept plan amendment for Leure Commons (South Main Street), endorsing changes that reduce building sizes and alter some planned uses.

Staff told commissioners the amendment reduces the previously approved two‑story medical office from about 26,400 square feet to a single‑story 13,200 square‑foot building, removes a proposed 6,600‑square‑foot retail/dental building and replaces one northwest dental office with a 3,600‑square‑foot professional office building. Staff concluded the revisions remain consistent with the original PUD and conform to the city's master plan.

Commissioners discussed standard site requirements tied to earlier approvals, notably a top‑coat street surface requirement for Tommy's car wash to be completed as part of final construction, and noted a future access easement between the Popeyes site and adjacent parcels. Commissioner Outwood asked staff to confirm whether the top coat remains a condition of final approval; staff said such street finishing is commonly timed to coincide with final construction approvals.

A motion to recommend approval of the PUD concept plan amendment (parcel L21-39-831-019-10) passed unanimously.

What happens next: the planning commission's recommendation will go to the city commission; individual properties remain subject to site‑plan review and final permits.
