Commission approves tobacco outlet expansion with conditions limiting flashing signage and hours

The Planning Commission voted to recommend approval of a special-use permit to expand an existing tobacco outlet at Williamsburg Crossing Shopping Center into an adjacent unit, bringing the combined business into conformance with the zoning ordinance.

Senior planner Mr. Jakur told the commission the retail use is a legal nonconforming business that will become conforming by expanding coverage to the adjacent unit; staff recommended conditions limiting hours of operation, prohibiting flashing signage (including certain window lights) and banning outside display or storage that would encourage lingering.

Store manager Asen Rashinho, speaking as proxy for the owner, described the business as a long‑standing, legitimate tobacco retailer and said the shop does not carry THC or illegal products. "We're not that type of store," Rashinho said, noting the business has operated in the area for decades and recently added some legal vape product lines to remain competitive.

Commissioners pressed staff on hours and light impacts; staff explained that while the county's zoning ordinance regulates exterior signs, window lighting is ordinarily not covered, so the SUP condition specifically restricts flashing or moving lights visible from the street. The commission approved the SUP with the proposed conditions by roll call.
