A staff member from the Surface Water and Sewer division presented the City’s 2025 Stormwater Annual Report to the Climate and Infrastructure Committee on May 14 and requested approval to submit the report to the Minnesota Pollution Control Agency, the permitting authority that issues municipal stormwater permits under the Clean Water Act.
The presenter explained the stormwater program’s purpose — to reduce runoff, remove pollutants and protect water resources — and described the report’s organization around the permit’s minimum control measures (public education, public participation, post-construction stormwater management and related activities). A QR code and link to the report were included in the committee packet, and staff asked the committee to approve submission of the 2025 report and to solicit further public input as appropriate.
Council Member Warren asked about the frequency of catch-basin cleaning in North Minneapolis; the presenter said that scheduling is handled by a different team and offered to follow up with specific frequency information. Chair Soren Stevenson moved approval; the committee approved submission of the annual report by voice vote.
The approved submission fulfills the permit requirement to develop and file an annual report documenting the stormwater program’s activities and helps maintain compliance with state stormwater permit obligations.
