Council approves Stallion Parkway senior housing rezoning with four‑story, parking conditions

Mapleton — The City Council on May 13 approved the second reading of RAZ 2026-0003 (Stallion Parkway), a rezoning application to permit a senior housing development on a 3.5-acre parcel. Staff presented revised stipulations specifying that the building is limited to a maximum of four stories, subject to compatibility review.

Deputy Director Garver told council the project is proposed as a tax-credit senior living development with roughly 54–61 units depending on final design. Staff’s clarified stipulation now caps the building at four stories and allows staff to review compatibility with road design guidelines and surrounding areas. The applicant is proposing 1.25 parking spaces per unit; staff provided an attachment on parking compatibility and noted that a smaller building footprint (four stories versus three) could create room for more parking during the land disturbance and site-plan review.

Council amended the ordinance to require that the site-plan review consider opportunities for additional parking if the design goes to four stories. The motion to approve the rezoning with the four-story limitation and a parking stipulation passed on second reading.

What the approval requires next

The approval establishes zoning and design limitations; the developer must still obtain land‑disturbance and building permits and satisfy conditions (compatibility review, parking, stormwater, utilities and any other code requirements).
