Council opens 30‑day public comment period on FY26 CDBG annual action plan with $824,832 program year funding

City staff opened the required public hearing and 30‑day comment period for the FY26 Community Development Block Grant (CDBG) Annual Action Plan at the May 13 council meeting. Christina Browning, a city affordable‑housing staffer, presented the draft allocations and schedule.

The draft program year allocation presented to the council totals $824,832, which includes about $200,000 in program income. The staff‑recommended distribution is: administration $124,966; public services $93,724; housing programs $350,000 (down‑payment assistance, owner‑occupied rehab and energy upgrades); and public facilities $256,142 for infrastructure and facility improvements benefiting low‑ and moderate‑income residents. Browning said the draft plan will be available for public review from May 14 through June 13; staff will incorporate comments and submit the plan to HUD later in June.

Councilors and members of the public were invited to submit written comments during the 30‑day period and to attend upcoming meetings that will allow further discussion of program priorities and allocations.

The council voted to proceed with the public‑comment period and staff said the program‑year start date is July 1, 2026.
