The Arkansas A&P Commission voted to award $45,000 to KM Sports Entertainment for a proposed concert tentatively scheduled for Sept. 12. The promoter said the artist’s dates were being held but a final, signed contract had not been delivered at the meeting.
Commissioners probed booking status and asked which agent had been contacted; the promoter identified a United Talent Agency contact and said he would seek a signed contract immediately. Commissioners made clear funding would be processed on a reimbursement basis and that typical reimbursement documentation—itemized invoices and proof of payment (for example, wire confirmations)—must be submitted for audit and public‑records purposes.
The promoter provided a budget showing total estimated costs near $190,000 (about $135,000 for talent, $25,000 marketing and $30,000 for rentals) and asked for $45,000 from A&P to support advertising and promotion and to help attract visitors. A motion to fund $45,000 was made, seconded and carried by roll-call vote. Staff and the promoter agreed the dollars will be disbursed after the commission receives the required contracts, invoices and proof of payment.
