The Alamogordo City Commission approved an ordinance authorizing a loan and subsidy agreement with the New Mexico Finance Authority to fund water and road reconstruction in the Granada Hill area on May 12.
City staff said the project (WSRP 007) will fund a full replacement of water lines and road surfaces on streets identified in the Granada Hill area (Los Robas, Delpra, Serrano, El Dorado and parts of 18th Street and adjacent neighborhoods). Staff confirmed the scope covers both water infrastructure and road rebuilding and noted the work will include tie-ins to existing or planned development where appropriate.
The ordinance was approved on first publication by a vote of 7–0. Staff indicated the loan will be supported by a local match drawn from fund balances (staff stated fund 69 contains funds available for the match). One commissioner disclosed prior work with a local developer but asked commission if that would be a conflict for voting; no objection was recorded.
Next steps: staff will finalize the loan documents with the New Mexico Finance Authority and proceed with project design and procurement in coordination with street and water departments.
