Auditors give Putnam County a clean opinion on FY2025 financial statements

Auditors for Putnam County told commissioners on Tuesday that the county's FY2025 financial statements received an unmodified ("clean") opinion and that related reports contained no findings or recommendations.

Brennan McKitrich, a partner with James Warren Company, presented the audit package and explained the different reports included in the engagement: the financial‑statement opinion, the single‑audit report (for federal grant testing), internal control and compliance reporting, and the Chapter 10550 management letter required by state authorities. "We do have an unmodified opinion or a clean opinion," McKitrich told the board.

The presentation detailed reserve and fund‑balance metrics: the general fund's assigned and unassigned balances were about 44.7% of expenditures and transfers, well above the GFOA recommended floor of 16.7%. McKitrich also noted approximately $3.4 million invested in capital asset additions in the enterprise funds for FY2025.

Commissioners praised staff, procurement teams and constitutional officers for the result. "Two years of clean audits is phenomenal," Commissioner Harvey said, calling the outcome a sign of transparency and strong internal controls. Commissioners and staff said routine processes, monthly coordination with auditors and an updated procurement ordinance contributed to the outcome.

Auditors and staff said they would continue reaching out to constitutional officers and other departments to maintain reporting timeliness; no formal follow‑up motion was required beyond accepting the audit report.
