Founder Angel Leon described sessions capped at about 20 participants, reservation‑based programming, and a focus on quiet, table‑based instruction rather than drop‑in or nightlife activity. Staff said the proposal fits the downtown mixed‑use designation, is consistent with the comprehensive plan’s goals for pedestrian activity, and that parking demand is expected to be modest because sessions are scheduled and attendance limited.
A local participant, Ashley Cerillo, testified in support and said the group has already run programs through the Westmont Park District. Commissioners asked about gambling rules (Leon said American Ma Jong sessions do not involve gambling) and about occasional private events; Leon said events would remain Ma Jong‑focused and reservation‑based. The commission recommended approval, and staff will forward the case to the village board for final action.
