District leaders presented a bond planning update and community polling results during a Board work session, and the board debated a separate membership-fees issue for a state education organization (CAST) that would materially increase the district's dues.
Polling and bond priorities: staff said a recent survey conducted for the district showed support near 58% overall and higher support when respondents received detailed, project-level information. The poll found strong interest in CTE/workforce-development projects and in using bond funds to reduce deferred maintenance costs. "We're hearing about the same thing from the community, which is just under 60% of the community seems to be really on board with this concept," a presenter said while sharing topline results.
Projects and finance approach: staff explained a multi-tranche financing strategy to complete district-directed priority projects (HVAC, ADA work, roofs, asbestos abatement) and school-level allocations so most communities see direct benefits. They described a process for finalizing project lists, working with an underwriter and bond counsel, and drafting final ballot language.
CAST dues debate: trustees also discussed revised CAST membership dues that would use total student counts (including charter enrollments) to calculate fees. Staff noted District 11's dues would rise from about $17,000 to roughly $26,043 under the new formula. Board members questioned the value for the increased cost and directed staff to bring a formal agenda item through agenda setting for a future board vote.
What to watch next: staff will finalize bond project lists with principals and communities, continue underwriting and ballot-language work, and return to the board with recommended ballot text and a formal timeline. For CAST dues, the board intends to discuss a formal motion at agenda setting once members provide input on value and alternatives.
