Board updates on transition and interlocal agreement as July 1 compliance deadline nears

The board heard a status update from transition co‑directors Carolyn Flowers and Deborah Campbell on the tasks required to meet upcoming transition deadlines under the PAVE Act.

Flowers and Campbell described a three‑phase plan: Phase One (compliance) due July 1, Phase Two focused on operational and employee transition (July–Dec. 31), and Phase Three to complete asset transference and remaining items. Co‑directors highlighted HR and benefits decisions as critical path items, data separation and IT nondisclosure agreements with third‑party vendors, and the need to inventory encumbered grants and contracts before assets can be transferred.

Staff said the interlocal agreement with the City is comprehensive and will require trustee review; trustees were asked to submit comments through scheduled office hours and by close of business on Friday to feed into the negotiation with the city. Trustees debated whether all trustee comments should be circulated to the full board before staff’s negotiations with the city; staff said comments will be synthesized and, if significant issues remain, the board can convene additional meetings.

Trustees were also briefed on a master calendar of committee deliverables for the coming weeks and reminded of the importance of committee attendance given the condensed timeline to stand up the authority and prepare to receive employees in January.

No formal vote was taken; the update was informational and directed staff to continue with the transition schedule and stakeholder outreach.
