The Holland City Council voted to approve the FY2026–27 Community Development Block Grant (CDBG) annual action plan after a presentation from program manager Mark Cornelis.
Cornelis said the expected resource pool for the coming program year is approximately $347,365 and summarized HUD's program goals: decent housing, suitable living environments, and expanded economic opportunities for low- and moderate-income persons. He said the city has used CDBG funds largely for owner-occupied home rehabilitation and emphasized HUD's limit that public-service spending cannot exceed 15% of the grant.
In response to council questions about homelessness and the plan's priorities, Cornelis said about $45,000 of the proposed public-services allocation would be suballocated toward two projects: roughly $25,000 for Community Action House's homeless-outreach program and about $18,000 for a Good Samaritan program that provides financial stability supports to at-risk households. The remainder of the CDBG allocation was described as continuing to fund the city's home-repair program and administration.
Council opened a public hearing on the plan, heard no speakers, and approved the annual action plan by roll call.
Council members did not change funding amounts during the meeting; staff said they will continue to coordinate with Habitat for Humanity and local nonprofit partners on homeownership and home-repair allocations.
