The Civil Service Commission received informational reports on recruitment activity, eligible lists, performance‑evaluation completion and temporary acting assignments at its May 13 meeting.
HR staff reported 41 open recruitments citywide and said 15 eligible lists had been established since the April meeting (nine open to the public, five promotional and one open/promotional). Ms. Adams clarified a department misidentification in the staff report and said the Assistant Chief Information Officer position had been mistakenly labeled; staff corrected the record.
On acting assignments, staff said the typical temporary acting pay is a 5% adjustment. A unique 10% adjustment was recorded for the interim police chief because he was already receiving a prior 5% acting increase; the additional step reflected the different acting responsibilities for that appointment. Staff emphasized that acting‑pay requests are routed through HR and the city manager’s office and are provided in accordance with the applicable memorandum of understanding.
The commission asked about the hiring freeze. Staff said the city was still in a managed‑hiring status: department heads may backfill positions only if they demonstrate salary savings or other funding to the city manager’s office, and departments are asked to reassess organizational need before backfilling. Staff said budget adoption is scheduled for the end of June and hiring rules may change after council action.
No action was required by the commission on these informational items.
