Council approves vacating leftover segments of Second Street and rezones adjacent BPW land to industrial

The Holland City Council voted to vacate the remaining public-right-of-way fragments of Second Street near the wastewater treatment plant and to rezone the adjacent BPW-owned parcel from a north-downtown form-based code to industrial.

Staff said the small remaining stretches of Second Street no longer provide public connectivity and much of the land in the area is owned by the Holland Board of Public Works (BPW). Steve Peterson told council the vacation "cleans up" right-of-way and will free land for BPW operations and future work without conflict with public right-of-way.

In a separate but related agenda item, staff recommended rezoning a triangular area at the same site to industrial because the master plan designates the area for "essential service" (BPW water treatment and electrical substation). Peterson said the change better aligns zoning with the site's long-term utility use.

Council opened the public hearing on the street vacation, heard no public opposition, and approved both the street vacation and the rezoning by roll-call vote. Staff said vacated property would typically become part of adjoining parcels and that the zoning change will apply to the affected area once the vacation is finalized.
