Representative introduced House File 4139 with an a-one amendment to clarify how benefits and funding are accounted for when supervision delivery transitions from state to county systems. County probation and corrections leaders, including Mike McMIllan, said the bill would create transparent timelines and an appropriation account to preserve employee benefits and ensure continuity of services during transitions.
Deputy Commissioner Sophie Hahn of the Department of Corrections acknowledged issues with interpretation of grade levels, benefits and leave accruals after the Justice Reinvestment Initiative and said the department is concerned the bill may be premature because active litigation and broader system-level complexities remain. Labor representatives also warned that employees risk losing accrued sick leave under some transitions and urged a more comprehensive approach.
Members and stakeholders agreed to continue work with DOC and labor to balance employee protections and intergovernmental responsibilities. The bill was laid over for additional negotiation.
