Angela, the director, reported on recent and proposed uses of expiring tax-increment (TIF) dollars and HUD disaster-recovery funds.
She said the county has directed $27,000,000 in expiring TIF dollars toward affordable housing and that an RFA for new construction was issued for $22,000,000. "The recommended awards are going out to four properties to the board on May 26 for a total of $21,000,000," she said, and staff described the set of recommended projects as adding about 712 units if approved.
Angela said the board also asked that $5,000,000 of the current allocation be set aside for homeownership assistance, with a maximum award up to $100,000 per buyer and that staff will recommend guidance and program procedures to the board on May 26.
On disaster recovery, Angela said Broward County received HUD Community Development Block Grant disaster-recovery funds related to 2023 flooding (described in the meeting as $29,000,000). Staff proposed allocating funds across categories including new construction for large projects, infrastructure improvements (noted as important for drainage and flood mitigation), and home rehabilitation/mitigation for single-family homeowners. Angela also explained the CDBG reimbursement structure: activities are proposed and reimbursed after the county pays for eligible activities and submits documentation to HUD.
Members asked how target intersections for infrastructure work were chosen; Angela said FEMA/HUD data and county- collected flood data were layered with income maps and city CIP schedules to prioritize locations and to ensure CDBG low/moderate-income eligibility.
Staff noted some transcript sections where numbers were presented rapidly; council packaging and the May 26 board agenda were cited as the formal source for award and allocation approvals.
