Katherine Schmidz used the March 25 public comment period to report what she described as a severe parking shortfall at Portland Square Apartments, saying the complex has 21 parking spaces but 74 units. She said she gathered a petition with 26 signatures and asked whether residents with an ACC sticker could park in the city lot without receiving a ticket or having to pay for a permit.
Council President Bald noted non‑agenda comments cannot be discussed at the meeting but directed Schmidz to contact the city manager’s office or the council afterward. Schmidz said she had previously worked with a city staffer named Mr. Dean but was advised to bring the issue back to council as a public comment.
The council made no motion or formal action on the request during the meeting and encouraged the resident to follow up with city staff for a procedural response.
