Planning staff told commissioners the project previously received a conditional use permit and a rezone and that the certification is an additional document required by the state application. John Settle, county counselor, described the planning commission’s action as a procedural step tied to state law: "It's just a procedural step that's required by the Star Bond Act," he said.
Staff briefed the commission that both staff and the planning commission had reviewed the comprehensive plan when the conditional use permit was considered and concluded the project met the plan’s goals. The county commission had separately approved a related resolution; staff described the planning commission's certification as documentation needed for the next stages of the Star Bond process.
Commissioners asked whether the sequence of approvals (county commission action followed by planning certification) posed a legal or substantive problem. Counsel and staff responded that the signature does not change earlier findings but rather completes a specific application requirement under the Star Bond Act; sales‑tax related decisions associated with Star Bond districts will be addressed later in the county commission's forthcoming meetings.
A motion to find the project plan consistent with the comprehensive plan and to authorize the chair to sign the certification passed on a roll‑call vote with affirmative responses recorded. The chair and staff coordinated signatures after the vote; the planning commission then moved to its next agenda item.
Next steps: county staff and bond counsel will advance the Star Bond application and related county commission resolutions as required by the Star Bond Act, with further county commission consideration anticipated at upcoming meetings.
