The Laws, Rules and Government Services Committee voted unanimously to postpone action for one month on Resolution 106, a proposal to amend the 2026 salary schedule to create a chief deputy county clerk position and to reclassify the deputy county clerk.
Committee members said a salary study by consultant Baker Tilly is underway and is expected to return results before the committee's June meeting. Legislator Collins moved to postpone the resolution for one month; Legislator Nolan was recorded as the second. Members debated whether to take "no action" or a formal postponement, noting procedural differences including a 90-day rule that can trigger placement of a resolution on a committee agenda if a sponsor withholds consent.
Supporters of postponement said it gives the sponsor an opportunity to record consent and avoids procedural gamesmanship; those who favored "no action" described it as a matter of style rather than substance. Legislative counsel confirmed postponement and no-action are distinct under the rules; the committee proceeded with the postponement and the motion was approved by voice vote.
The committee did not adopt the salary amendment or reclassification at the meeting; staff indicated the Baker Tilly study is expected back before the June committee meeting.
